Yes it was a neutralizer.
I think the Unstable varation was scrapped completely. Only the Gremlin and Infectious were carried over after the energy warfare T1 module tiericide.
The module itself does not exist anymore. Neuts got tiericided. You will need to chose between the existing modules based on what will fit.
