What's up with Blood Raider "rats"?

This week in the 0.7 sec system that I usually mine I have been attacked twice by Blood Raider NPC ships that are surprisingly powerful, taking my Retrievers shields down in seconds before I can warp to safety. I have never seen them before and they are many times stronger than the usual Sansha rats. Also they are shown as neutral, which adds to my confusion. A few of my corp mates have confirmed this. However I find nothing on Google about this. Have you seen them too? Are they a new messure to prevent afk mining? Is there something you can do about them? Is this maybe even a bug?
