The bpc’s can be an item from the Strongboxes that drop from the npc mining haulers in the npc mining fleets.

Still true , but low odds of getting one when you open the box

There’s this group called Safety. that can sell you some if you need . They have all kinds of mining drones and gadgets.

You can also find ‘Augmented’ Mining Drones on the market from time to time - these are made by combining a T2 mining drone with a BPC and drone guts that you can get from commander drops in DroneLands
