Which frigat is best for combat scan?

You will probably get the best cost-effectiveness from the navy variants of the T1 exploration frigates.
I think any one of the T2 Covert Ops Frigates would be a good choice…
The T2 covert ops frigates have the benefit of a covert ops cloak and high warp speed, but have the drawback of higher cost and higher SP requirements. And expanded probe launchers are pretty hard to fit so they may need some fitting sacrifices elsewhere for these ships.
T1 navy frigates are easy to fly and can easily fit an expanded probe launchers - these ships are made for combat probing.
Either is a decent option.
for a pure prober, Helios or Buzzard the the top picks for the five midslots.
Pacifiers have a role when you need very fast warp speed, and/or when you want to rock a cloak, probe launcher, nullifier and a covops cyno.

The cloaking CPU bonus on the T2 covops frigates goes a long way to making the expanded probe launcher easier to fit.
But yes, pure prober covops frigates can run into CPU issues.
