You need to move the isk to another of your chars , and then take the account name provided in the mail to initiate the transfer over the CCP website.

You need the password of your own account , you login with your Account (Pedar11) and Initiate a Transfer to the Account name given in the mail in game

Yep you just put in the Account Name I provided in the mail.
20$ is the Transfer fee yes.
