Skill points do not matter.
I have bought 3 of them in the past, all 2003. When you can find one offered here they tend to go for a min of 50 bil regardless of skills. If you find one for that and get him or her fast consider yourself lucky. My fav is the original BOND 007. 
He has no ship losses and only a single kill in Dec 2017 after a few too many beers perhaps.
(My toons were purchased here legally with proper transfers by CCP).
