I would have distributed the total skill points across more skills, because the character currently has a lot of level 5 skills, but cannot fly all T3 cruisers for example. The price for characters is approximately 750 million per 1 million SP. This is when the character is focused on PVP/PVE/miner/etc. If skill extractors need to be purchased, it will obviously be less.
Other things also play a role, such as negative security standing, half-trained skills, negative faction standings, weird names., etc
