You aren’t supposed to bump your threads more than once every 24 hours.

And since I’m here, saying that a 62mil toon is a “perfect PvP character” is a wee bit of an exaggeration. I have a subcap pilot with 155mil SP that still has a way to go. I haven’t added up how much SP it actually takes, but 200mil is probably a decent ballpark figure.
