Sniper rule as far as Iā€™ve seen has been 30m past the end time. The end time was 7 CST

From what I understand from bidding on other auction sites and real life auctions, the idea of a sniper rule is to avoid last minute sniping from winning the bid. Otherwise what is the point of the rule at all?
