The transfer has not been initiated.
I no longer want this character due to the time delay in initiating transfer and the high potential for scam. I contacted CCP 7 days ago about this thread.
Day 12 of the scam of $400 worth of isk on an official eve forum that is supposedly not allowed to have scams.

For posterity: issue resolved via ticket
The problem was that I had created a live chat which was then merged with the ticket which delayed/prevented the ticket from being responded to. Learning: avoid creating live chats about support tickets.
