I’m more inclined to think adding current modern software (new 3rd party chat) into a very messy 20 year old code base - Could well be a big part of the problem here…
New chat programming discussion;
Chat Devs - Is your code base 32 or 64 bit, is it compatible with XXyZX?
CCP Devs - Fuk no’s, we’ll just add it to the live server and see what happens - We have boxes of duct tape and plenty of pizza at CCP, don’t worry about us.
Of course while we are adding this pretty much untested software to a code base riddled with bugs (some as old as the code itself), we’re going to be adding quite a few more changes as well.

While the server is offline, time is stopped afaik. If the server is online but in VIP mode (“not accepting connections”) then time continues as normal.
At least that’s how I remember it used to be. But it’s been a long time since the last time I really experienced a unscheduled downtime that deserved the name.
