Are some people able to log in? I see 15,000ish people online but cant get in.
those who are online can stay online if they dont log out
probable glitch saying x amount logged in

This happening a lot lately… kind screws up peoples gameplay… please fix permanently… Eve is not a game where you can afford to not log in at right time or to be kicked out of the server while playing… it can have severe consequences for someone. It is more unfair if there are people ingame while the rest cant log in…

There are no conspiracies in EVE. Just human behaviour in all its variety and aspects. Obviously within constraints of a commercial application of opiate economics on the service provided.
Which is why, once this thing goes skynet, I am rather terrified of what the AI that is birthed from it all will be like.
