Sadly, STPRO will not prosecute a capsuleer agent acting for them for anything other than attacking other STPRO flagged vessels - and even then, the only punishment is exclusion from the STPRO militia program.
Commander Kim could declare her Chief Engineer to be a purple walrus and have him flushed from an airlock and STPRO would not care. Even the State would be unable to prosecute her. Only a voluntarily held citizenship could be withdrawn.

Because I value my honor, reputation and citizenship.
I am an officer of Caldari State, soldier and citizen, and I am obliged to follow laws of Caldari State, regulations of both State Protectorate and Caldari Navy. And as holding citizenship of the State, I am still under Caldari State jurisdiction and can be trialed for any crime that I will commit. This means I can flush Chief Engineer from an airlock only for insubordination, treason or if he will be sentenced by a trial of jury. In every other case it’s me who will be trialed for murder, disregarding where I will claim him to be a purple walrus, or even if by some reason he will be a purple walrus in a disguise.
