I don’t agree, but stopped even thinking about it because the whole thing requires a change in warp mechanics that would affect situations way outside the issue of highsec ganking, so I hope it never happens.
Most players never come to these forums. They aren’t concerned at all by the small issues that gain loud attention here, despite affecting very few people in the community. They’ll certainly feel the impact of this sort of change though, which for me is just stupid.
It’s fine if CCP makes changes. We all adapt. Different for those changes to be based on whines of a small group of players who think other players shouldn’t be allowed to do something.
A bump causes a displacement in the target ships location in space.
Examples are bumping a miner off a rock/ice, or bumping a target off burning back to gate.
Tackle causes warp failure. Scrams and disruptors, in their own way, as module based, and which do not bump the target.
Bubbles also cause warp failure, universally, for all in the bubble, and also do not bump the target.
Bumping performs an action no module can, displacing the ship via collision.
For warp interference, there are already other extant options.
Your argument is disingenuous. You’re just pushing for a safer highsec with less ganks and then denying that that’s what you’re doing. Very pathetic stuff. All this energy could just be spent learning to play and then you wouldn’t have a problem.
I would question the equity argument again, and again with an analogy.
There are two HS usable ship tackle modules (and their variants) - disruptors and scramblers.
Disruptors are long range and apply a small amount of warp disruption.
Scramblers are short range and apply more disruption that a disruptor.
Classic give and take, and allows choice for the ship-fitter.
How is it equitable that scramblers ALSO stop MWD’s?
This is the same logic being used on bumping - it should only move things and not disrupt warp, because those modules already exist.
I don’t buy that logic, but if we were to accept it, then I ask:
For the sake of equity, would the MWD disruption ability need to be removed from scramblers (or added to points)?
Yes this question is relevant to the topic, as I am questioning the underlying concept of equity of mechanics - the very one that is being used to promote this proposal to change bumping.

Bumping only requires a ship, which all are in, in EVE space.
If you fit that ship with MWD/AB, you bump harder, but thats because of those speed modules, not a point module.
The primary function of bumping is to displace a ship.
That it also inteferes with getting i to warp, is secondary, and makes redundant the specific function of tackle/bubbles.
Ie: Why fit tackle, when you can just bump a ship?
If you want to bump a ship, bump it.
If you want to tackle it, tackle it.
Considering how he blows up every minuscule issue into something that no one can overcome, I have all the reasons to question his capabilities as a gankers. Nothing he brought forth is in any way impacted by the suggested limitations to bumping. Ganking is neither impeded nor limited by the limitations to bumping. Therefore, if he is really that dependent on bumping for ganking, his capabilities are lackluster to say the least.
Scramblers do not prevent movement. You can still fly straight to the alignment point you wanted to go to. Bumping, on the other hand prevents you from doing that, and prevents you from warping.

The primary “function” of bumping comes from the desire (or necessity) to not have two objects in the same space.
The “bump” is the result, not the function.
That this also causes warp disruption if the bumped ship is moved far enough is also a result.
A result that was looked at by CCP (yes after the fact) and was deemed OK by their own writings.
And it in NO WAY makes tackle modules redundant. Otherwise people would bump with empty pods. And my sales of tackle mods would be nil…
