If they want to go this route they need to limit it to ship types as well. I can think of nothing more harrowing then going in with a thorax t2 and facing down a neut iki and you just sit there and die.

Why not though?
The main reason to not bling isn’t the isk cost, for me anyways, its that bling is relatively less effective in asymmetric warfare. You get blobbed or ganked and your bling is virtually ineffective.
Take away the blob and bling is a sure way to get an edge, you don’t even have to worry that much about losing your ship. Anyone using only T2 will be playing with a handicap.
I assume it will be much like abyss space and the alliance tournament.
You may not start in tackle range, but brawlers can box kiters in against the arena wall.
