Allow use of ACL for contracts

My suggestion is as follows:

For contracts, add the option to be able to assign a contract availability to an ACL list. This would be an additional option to the current Public, Corporation, & Alliance list.

This would allow coalitions and other associations of players to conduct transactions between each other more easily.

Ideally the ACL associated to a contract would be checked at the time of a search or acceptance of said contract.
