Clearly that worked, because you want to mine in a Barge enough to make it worth coming here to the offical forums to complain about not being allowed to have a free mining Barge (which I pay a sub for).
Why the disconnect between what you clearly want (a mining Barge) and being prepared to pay CCP a sub for it? Just because you don’t want to pay?
You kinda imply that if you had a mining Barge, then something else beyond getting what you want would keep you playing. You understand CCP would like your money right? If they have set the cut off point at ‘player has to pay to get what they really want’ (in your case a mining Barge) then they have set the cut off point correctly. If instead they gave you a mining Barge free and you used it to pay for your account with ISK, they would be shootng themselves in the foot. You do understand they are a business?
As it stands, the only thing stopping you having what you what, the only thing between you and ‘the tools to become great’ is your reluctance to give CCP any money for the entertainment they provide you.
Guess what, I pay CCP money, I have a mining Barge - see how that works?
This issue has come up over and over and over since I returned to EVE in 2017 and it really is, no offence, simply a matter of you and the others like you being cheapskates.

Nothing stopping you. Sure it may be a longer grind for that first plex as alpha, but then you can get your pretty barge and go to town.
