As it stands you cannot dock a rorqual at a azbel . This should change as the rorqual is exclusively an industrial ship and should be able to dock at a large citadel .
They can dock at large citadels and they will be able to dock at large refineries
What does the rorqual have to do with production.
The Rorqual is an extraction ship, and as such can dock at the Refinery which is the extraction structure, and the Citadel is the secure storage structure.
However the Azbel is a production facility, and nothing to do with extraction.
