Background frame rate limiter NVIDIA not working anymore?

EDIT: I figured out that with DX11 the behavior is correct. (30FPS when not in focus) Guess I’ll use DX11 for now.

I run a few EVE clients on my computer in Windowed mode. To reduce the load on my GPU I have set a framerate limiter on in focus applications (100FPS) and background (30FPS) in the NVIDIA control panel.

This worked in the past, even when having both windows next to each other on my display, verified with the EVE FPS monitor tool. The one in focus had 100FPS, the one next to it 30FPS.

Yesterday I noticed that there was a higher load than usual on my GPU (fan blowing harder). This might have been ongoing for already longer, but just noticed it yesterday.

The FPS of the focused window is still limited to 100FPS, but the out of focus windows now show a FPS somewhere between 60 and 70 (fluctuates a little bit).

I checked, the NVIDIA control panel settings are still the same.
Anyone has any idea what is causing this? Anyone else noticed a similar behavior? And how to ‘fix’', i.e. how to do a FPS limit for out of focus windows?
