I am doing ratting in Nullsec with ishtar about 600 dps, it is possible to find another ship
so i can have up to 1000 dps with less training

your skills will depend on dps more so than another ship.

You can probably get a lot more dps in a Praxis, which requires no skills to fly.
(You will still require skills to have a good fit and to deal dps though.)
Faction damage modules and implants will also augment DPS.

Do you want to actively play the ishtar or just deploy-and-forget it in some haven?
Most Battleships should be able to suit your needs and be used with less training than training Gallente Cruiser and Heavy Assault Ships to level 5.
Dominix with guns and drones. Megathron. Hell, even the Hyperion will plow through your enemies.
But it depends on a lot of things really - what rats you fighting? (had to do with damage types you need to deal and tank). Which faction ships do you want to fly? Rattlesnake will breeze through 0.0 sites but it is an expensive investment.
Using a Rattlesnake will allow you to use your already maxed Drone Skills while boosting the DPS with either Rapid Heavy Missile Launchers or Cruise Missile Launchers (even with Arbalest-Meta4 Launchers you will already notice the difference). The ship is also pretty tanky, so it is quite easy to find a fit that lets you survive the usual nullsec anomalies.
It is, however, a lot more costly than an Ishtar.
A Dominix Navy Issue might do the Job as well for less ISK, then with Railguns for additional DPS. However it will tank on armor, so yo won’t be able to fit as much damage mods as in the Rattle.
