Hi, I am wondering about blocking characters in the game.
When you block a character in the game, can that character still add you in their contacts list?
Also, if you have a character in your contacts and then you block them later, are you then still in their contacts list?

Don’t think blocked status has a relation to being able to add someone as contact.

Well this week I was sending a combatant a mail message in game and was told there was a 1 million ISK charge to send mail to parties who are not whitelisted. I wonder if this means he blocked me, or we both need to be on contacts list? I paid the penny tax and sent the mail.

No he didn’t. He set the isk amount manually in the game’s mail settings.
Anyone can add anyone else as contact. Many use this to add players/corps/alliances known for ganking and give them negative standing so they know when those players are nearby.
