Buy / Sell mechanics of Skill Books when purchased via Character Sheet

Curious about the market mechanics when someone purchased a skill book using the Buy and Train button when hovering the skill in their character sheet.

Does it create a skill book out of thin air?
Does it match the nearest NPC sell order?
Does it match the lowest priced skill book in the region?
Does it match the closest skill book sell order regardless of price?
Does it roll a die and select a regional sell order at random?
Does a little green goblin spawn and fetch it for you, then shove it in the matrix hole located on the back of your neck?

So many questions, so few answers.

It does not interact with the market at all.

The premium is 30%

I’ve used this for cheap skills, where the 30% is worth not having to fly somewhere to get the silly book. Once the difference gets more considerable, I’ll still fly to buy the actual book.
