How does someone know if there is a % buff for each level gained?
It only says “Skill at operating Caldari battleships.”
Quite a few skills carry that simple statement.
Look at the attributes of the ship. You mentioned buff so I presume you mean shield or armor bonuses.
Then simulate the ship. You should see higher numbers because of your skills.

When you look at the tooltip of the ship, it tells you what it receives for each level that Caldari Battleship is trained up to.
like for Raven, every level it receives a 5% bonus to the RoF for Rapid Heavy, Cruise missile and Torpedo
