That’s really the only problem. Searchable Killrights for 1v1 combat or fleet vs 1 with payouts through DED would be an interesting mechanic to claim the payout, especially if they notified you periodically of where the target had last been spotted so it wasn’t a shot in the dark or a quick sprint to a locator and wait. Would make it feel like a hunt.
But - people would just claim the payout via alts. and if it tracked your number of successful marks people would just boost to get insane numbers to flex. and there’s no guarantee the target would undock either.
Bounties used to be only put on players with a security standing below um -1.5 ish but then CCP had a brain “brian” fart and said hey lets be able to bounty every nub who talks in local cause boy o boy that would be fun “end Quote”
I’ve said it before Bounties could be a great part of eve like PI or Hacking if CCP would just sit down and think it through incorporate skills make it a how new part of the game, but CCP just wont invest in the time to get it right they’ll “FIX” it over a week-end and a slab of beers like war decing.

IMHO, EVE cannot compete in the current game market by trying to be like other games. I think it was a logical move that CCP doubled down on danger for EVE with the blackout, despite any setbacks, to truly set the game apart. Having an actual working bounty system would go even further to set it apart from other games. A high sec that brings such imagery like that of Cowboy Beebop or Firefly, where law and chaos meet in some grey area, could be a great crowd pleaser, and possibly generate unexpected player content.
As for the OP, there have been many many threads suggesting ideas on new bounty systems, but it is too complex of a system for these forums to ever be able to hash out. It doesn’t hurt to keep trying, but all the forums can do is keep doing what it does best: pick apart the flaws in ideas. Or better yet, if/when CCP ever does come up with a working bounty system, they should post the full mechanics of the new system in the forum, and if it can survive here relatively unscathed, maybe, just maybe, it’ll be a winner.

If the forums can’t hash it out I highly doubt CCP ever will. the forums represent far more people hours than CCP cam ever throw at the problem.
And not 1 good bounty suggestion has ever come out of the forums.
Any system that pays out a bounty that is worth more than the ship destroyed will just get gamed by alts. The only way to have a bounty system that isn’t gamable by alts is to have it done player-to-player via contracts and the like.
You can tweak and adjust the bounty and/or killright system all you like, but the bottom line is that the ability for alts to game it will inherently limit any sort of automatic, in-game system.
Simple revamp.
No more bounties. Rats drop loot items, like tags or ‘bounty vouchers’. Then ratters scoop those and sell them to NPCs. No standing gain, just ISK for being an awesome pirate killer.
If it’s PVP, you got a bounty payment. There’s loot-fairy, plus the ‘free isk from nubs’ that you get for ‘bounty payments’. Which is already based on the hull.

a counter proposal.
if you are killed; you can submit the KM to any bounty office. all involved parties are then added to the pool of available bounties for 30 days
(the more kills that are submitted with a player on, the more entries they will have in the pool)
as a bounty hunter. you will approach a bounty office and request a bounty (you will be provided with a KM and asked to select a target.
the limitations are as follows.
Target assignment will be within the region that you are located
target must be online
Targets security status must be above -5 (after all a target below this will be KOS)
you will be given a limited time to hunt and kill the target
you can request an extension (with isk)
you can request a location update (With isk)
the Player will be notified when a KM with them on it is submitted (like the KR system)
when a bounty hunter with and active target enters the system. all players in the system & in the bounty pool will get a notification ( in the notification button thing)
as a bounty hunter you will hunt the target and if you manage to kill them you will be rewarded with Bounty LP, based on the ship you kill and the number of times that player was submitted to the pool. killing the target will remove 10% of thair active pool entry.
a player can not be selected as a bounty by the bounty hunter again for 24H minimum.
concord will run the bounty hunter LP store and provide event boosters, concord ship BPCs, new concord faction ammo, modules, SKINS & implants

If it rewards any more value than present, then it can be abused.
If it rewards less value than at present then why bother changing the system.
It seems like CCP’s idea of bounty hunters is really just mercenaries. Since the job of an actual bounty hunter is to bring the fugitive back into custody, and they are paid 10% of the bail, otherwise they pay up if they cannot catch the fugitive.
What really bounty hunting in EVE is, similar to Arrow in the first few seasons. The hood killed people who were destroying Starling City.
So in essence Vigilante capsuleers, Thus getting rid of the bounty hunter name, but at the same time nobody who “officially works for concord” going after criminals and making them pay for their crimes. pay thats the hard part to really figure out how to pay… more in tune with hiring a hitman almost…

I believe what the DEVs intended (and a lot of players would prefer) is a system less like “modern” bounty hunting and more like what it was in the “olden days.”
In other words: The system should be more like “I don’t like this person(s)… XXXX amount of money for their head!”
