i am new to the pve aspect but Combat anomalies class 4,5,6 and mission lvl 2,3 and higher
You’ll want a battleship for L4s and mission-specific frigates and cruisers for Burner missions (there’s an excellent guide in the PvE section). Not a Drake or a Caracal, however.
If you are referring to the Rated DED sites of 4,5 and 6/10. It will be difficult but not impossible (inefficient though) to do the DED 4/10 with a Caracal, however 5/10 and above will require a BS or T3C to handle the task. Read more about Combat complexes (sigs) here.
For L2 missions the Caracal will be fine (may be a few that will require extra efford). For L3 missions Drake is fine however if you want to progress and do L4’s you’d probably want to aim for a BS as NPC BSs can be tough to chew through if lacking in DPS (as the Drake will)

Why do you use a buffer, not passive tanked ship for pve?.. better to use purgers as rigs to get more passive regen.

You will need a CPU implant to be able to fit the Probe Launcher. This fit is for fighting Guristas, if you want to fight other, you’d need to adjust the Hardeners accordingly. The upside is you can use this for both L3 Missions and Scout Outposts. One important information, the fit is not cap stable with MWD on.
if you carry around a Mobile Depot and Data/Relic analyzers you can refit and run some sites if you feel like you want to do something different.
I hope you did not forget, that Gnosis will give all bonuses for low skill point char for free… All mentioned Heavy missiles fits lack application modes, IMHO. Guidance enchancers or computers, you know… L2 and L3 are full of really small and fast targets.
purgers are probably better, but eh it’s level 3s, it really shouldn’t matter unless you are very low skilled.

That mission isn’t Guristas that flat out against Caldari Navy units with the provision that as is a “rival” corporation you aren’t incurring the usual faction kill penalties. Perfectly doable with a dual-rep Myrmidon however.
Back to the topic at hand however…
Most L3s are doable even if definitely slow to clear with the Caracal. Just run a passive kite fit. But since you mentioned Guristas… you could run an amazingly stupid passive tank on a Moa that would make most missions something of a joke. ~90% kinetic resistance takes your effective hitpoints over 75K and ~250 EHP/s in tank recovery. You would spend about 35m setting a Moa up for that, but it could be worthwhile.
I’ll also point out that in addition to guidance enhancers or computers the target painter is another really good option for improving missile damage. Shame nobody saw fit to mention it previously.
My point was : the DPS in this mission is over what a passive fitted drake can handle (sometimes the triggers are weird), unless maybe perfect skills.
since you are almost perma jammed after the first trigger( which you dont know what it is), it is a very difficult mission for which extra tank is not “over”
Ah well I would have never ran that then.
anyways last time I did lv3 running it was on a well skilled character with t2 guns in a ferox with hyperspatial rigs and a buffer tank. There might be a storyline mission where it matters, kidnappers strike 10/10 has a lot of BS rats, but you don’t have to kill them so it might not matter. And that one anti caldari mission which most people are going to decline anyways.
