Cargo Hold reporting full during item transfer but not full in space total

I’m attempting to transfer loot from an MTU into my cargo hold. My cargo hold shows as having 200.0/800.0m3 space. That’s 600m3 of space available. The container shows 587.4m3 total used space. Yet when I try to move all the items, I get a “Not Enough Cargo Space” pop up.I now show 627.3/800.0m3 in my cargo hold and 160.0m3 remaining in the container.

I’ve tried transferring back and forth. I’ve tried jettisoning a can and moving stuff back and forth through there.

Edit: Just flew back to station. Cargo now shows 797.4m3
