Sure buddy. 
Yup, you need to trade in Atavums or Encrypted Infomorphs, so the skills have a price range depending on the price of those, i doubt these things will ever be super cheap unless EI’s become dirt cheap

Atavums are drops in relic sites, EI’s are generated by mercenary dens so you can steal though iirc

Well, I’ve got to get past the dissolving hull issue.
I’m assuming that you have to join the fight?
I was fine for 15-30 seconds, but then my hull started to take damage.
*Cloaking didn’t help.
Probably because you flew out of the bubble of protection, each structure only has a small protection radius, if you fly outside of that you take damage, cloaking won’t stop you taking damage so you get in, you get out

Does your standings to the pirate factions have anything to do with it?
They don’t like me.
No, the damage is from the system itself, standings have nothing to do with it, anyone who flies outside of the protective bubble takes damage
