My personal experience with seeing this message but no client actually running in task manager.
I had done some hardware work on my PC and had to replace cables. My extra SSDs were not properly hooked back up and not visible in my file explorer. My Eve Launcher is installed to my main drive but the client is installed on my secondary which was not plugged in right.
Hopefully this helps someone if they recently did PC hardware work before seeing this come up.
