Command center 1000 MW power output increase on max skills

There should be more balance for planetary command centers. 20’000 MW for power output - will be just perfect.
At the moment planetary infrastructure is not quite balanced when skills are maximized.

P.S.: As alternative - decrease Basic industry facility power usage down to 700 MW.

I would suggest without the alternative. Because at the moment 1000 MW would be awesome for my setup.

And the setup would be perfect for T3 production.
