Controlling max FPS?

Hi, is there a way to control FPS? Unfortunately I have some annoying coil whine on my GPU, and it goes away if EVE is running at 90 FPS, which is plenty for me. However, I only have interval one and interval immediate when playing in fixed window (full screen is not an option as I alt-tab a lot). Both these options sets my FPS to either 144 which is my monitor hz or highest possible FPS.

I could do it with my AMD Radeon driver, but it can’t recognize EVE for some reason.

Try this. Hasn’t failed me yet. Lets you specify a bunch of things for games, including max FPS.
