I am suggesting that intelligence is only done with in an alliance. Discord will enable people to say “hey someones coming” but it will not enable anywhere near the spam or rate of intel that is now. pared with the local having a delay on showing who is in it, will really make null have more risk to that reward, and will make the pvpers happy for having something to kill.
Your argument had insufficient information, but if you want an answer based off of that, then the answer is neither.
Safety is already very high in hisec, and income is very high too.
So neither needs to be buffed.
And I ask again, how is hisec more dangerous than null or lowsec to warrant a buff?
