I want to Creating a new Alpha account for Singularity use only, can this be done ?
And how do I go about it ?

Not if you want to use it right now; Account status and accessibility is only copied (from TQ) when a Mirror is performed. All information about accounts, their status (alpha or omega), assets and so on is copied when they mirror TQ. However some features/events are disabled (on SISI) on purpose, like Pirate FoBs and Shipyard (I think) to limit risk free theorycrafting on various fits.
