Average Regional Price Warning Change, no patch notes?

When selling or purchasing massively below or above average regional price %. players are presented with a warning dialog box. Previously this box was able to be suppressed on future attempts to make such an order. When was the ability to suppress this warning removed? Please provide patch note, it seems fairly recently ie, last month?

Anyone from the CSM care to spill the beans, did this get discussed with you at anypoint?

What’s done is done & know why CCP did this I just want to know who was involved in the change & what was the date it was activated.
