So I eventually plan to pilot these two ships and Ive heard things I wanted to confirm clear up.
I was told that before you go out in either of those “somewhat expensive” ships with no experience for low cost Cynabal style gameplay practice I should start out with a thrasher, then when Im sufficient in piloting that I should move on to a stabber, then once Ive got that well handled Ill finally be ready for a cynabal.
For Ishtar I was told to start with an Algos, then Vexor (or Vexor Navy If I can afford it), then Ill be ready for Ishtar.
Is that accurate?
Next Ive heard conflicting things, Im looking for ships I can dual spec for both PVE and PVP, naturally that would be as good as a ship that 100% fitted for pve or 100% pvp, but I want something that if Im out minding my business doing PVE and someone DOES attack me I can have a decent fighting chance (or chance of escape) than being a sitting duck in a full PVE spec.
So heres the conflict Ive researched online and its say Cynabal and Ishtars can definitely fill that role and be dual speced for both pve and pvp without sacrificing much because they have enough mods/slots to do the job, whereas other say Ishtar and Cynabal are strictly PVE ships. Soooo which is true?
I’d say it’s next to impossible to fit any ship for both PvE and PvP at once.
There’s also really no ships which you can’t use for both PvE and PvP. I guess there’s very few folk doing PvE in the EWAR frigates, but it is possible.
Now for PvE the Ishtar and the Cynabal are very different types of ship. The Ishtar you typically drop sentry drones and then orbit them repping them while they blow up the enemies for you:

The Cynabal, is less good at doing complexs 5/10s etc., but has a high warp speed so good at belt ratting.

although that one has a probe launcher so clearly I used it for combat anoms at some point.
For missions you’re better off in a BC or BS class ship, although you could do level 3s in either of these.
Is it possible to “save” fits kinda like how you can save your weapon loadouts in other games? That was if i got a new ship and wanted to use the same fit (assuming I have all the necessary modules) I could just automatically equip everything with a push of a button instead of having to actually remember by fit?

Besides saving the fit as explained above me you can also open the killmail of the ship you lost, simulate and rebuy the entire fit again, provided that you’re in a station like Jita 4-4 where the hull and all the modules are available.
Yes as explained above, you can also save fits from various sites on the internet like Zkillboard and Eve workbench etc. There is also Pyfa which you can install on your desktop to tinker with fits Releases · pyfa-org/Pyfa · GitHub The format I pasted above is a standard format and what the game exports to clipboard and is used to transfer fits between tools and the game.
This isn’t possible. Any stuff you fit for PvP (like a warp disruptor) will be a slot you can’t fit for PvE stuff. 100% + 100% = 200%, and that can’t be reached.
Ship fits can be ‘sufficient’ to deal with PvE with a few spare slots left that you can then fit for PvP.
For example you can do a lot of PvE in an Ishtar without high slots and with a couple of mid slots open.
You can then equip neutralizers in the highs and scram web in the mids for PvP to have a ship that’s capable of both PvE and PvP if attacked.
However these are compromises. Such a fit isn’t going to be as good at PvP as a pure PvP fit, nor as good at PvE as a pure PvE fit.
But often ship fits are compromises between multiple things you wish to accomplish. Killing speed versus survival. Range versus dps. PvE versus PvP. PvP against frigates versus PvP against larger ships.
A ship that does a bit of both isn’t a bad idea, and all these considerations also make fitting do interesting: there rarely ever is an objectively best fit.
