Are Deacons similar to Guardians in that they require a cap chain to be effective or are the tactics for frig logi wildly different from Cruiser logi?
They do not need a cap chain. Most fits run a cap booster.

All four of them do just fine by themselves or in a gang setup. Though solo fits should have a rep on and 2x Deacons have the combined rep power of a 6x medium remote rep Guardian.
Deacons are MWD
Thalias are for AB fits
Check sig radius bonuses to Thalia.
A fleet to 400+dps high resist AB enyos and thalias is pretty nasty, especially if those enyos mix damps/trackign disrupts with some of their tackle mods.
Likewise, MWD deacons/vengenaces/dragoons can be pretty frightening
