Says you. CCP advertises the game as an open universe SANDBOX that each player is free to play as they like, set their own goals, etc within the framework of in-game mechanics. I wish PVP bigots would give that tired old argument a rest, seriously. All play styles are equally valid (as are all areas of space) and CCP doesn’t charge me more or less because I do more PVE than PVP and choose to spend more time in high sec. We all pay the same to play.
This can’t be true, following upon your premise of a sandbox. If it’s a true sandbox, then each player is NOT free to play as they like, because their actions are bounded by the actions of other players. Consequently, PvP players are dominant, because they can kick your sandcastle.

Depends what you mean by dominant, I remember back when Factional Warfare had tiers. We would be a fleet holding one site against another fleet and the site was worth 10x the LP to one side than the other but shared between 20 players it was about 1000 LP is you were on the x10 side.
Meanwhile a guy in a bomber would fly in system, run a mission against NPC’s that had zero effect on the war and walk away with 80 000 LP and by the time we had run two sites he could have done 8 missions, I expect he felt really dominated.

About 5 years ago I suggested something similar to this as a revamp to FW. Basically that the wars should be ongoing between NPC’s and should be something you can join in as a pilot. I actually suggested that you could have NPC battles that players could join in, with staging posts to provide quicker access to combat, and some form of fighter-style combat that would allow players to take part with low risk, though they’d likely be overmatched by anyone bringing their own rig.
I also think it’s a good opportunity for CCP to bring back some of the lore and differences between the factions. Right now space is really just a big blob. It should feel more diverse, in my view. FW is a good way of doing that, with more story and more world changes.
I quite enjoyed Insurgencies. They paid well enough if you participated and it was a nice change of pace. Sure lit up some of those slow HS bubbles.
Someone mentioned in-game VC to replace discord. That person is a hero. Discord is just bloat at this point. Bloat that spais on you.
