Do rats spawn in mining anomalies in nullsec systems without belts?

I’ve been mining in NS systems with 0 belts for days and never had NPC rats spawn on ore or ice anoms. Other systems with belts, rats spawn in 15s to 15 minutes randomly.

If there are no belts in a system, then there will be no belt rats spawned to warp around in system. If there are other ways for mobile NPCs to spawn in the system, like Drifters, then they will warp to mining anoms as normal. I also remember one particular mining anom in nullsec would spawn a single wave of rats at the beginning, but these didn’t leave that site.

At least that’s how it used to work when I last mined a few years ago, but I don’t remember seeing that CCP changed any of that.
