This is a game, not a real life. A very important part of the game is your reputation.
It’s not in the best interest of wrongdoers , true. How exactly can that thing be used negatively on newest players?

A capsuleer always has a standing with CONCORD - it’s why they exist.
A criminal capsuleer will have a bad standing, but will have one nonetheless.
