Whenever I switch my Eve launcher to a test server and try to create an account it freezes for a few seconds and then says that the site can’t be reached
That’s because you cannot create an account on the test-server. CCP will periodically mirror the accounts from TQ. You just have to wait for the mirror.

CCP does the mirrors depending on their needs, usually between 3-5 months(ish). Just be patient.
