where I could find the operation permafrost event? unable to find the location

The event site beacon is called ‘Ice Dwarf’ which is listed in the Overview. The site itself is located in only one system within each Constellation.
Just check your overview for the beacon while traveling, you’ll see it fairly quick.
Look in Chat for Event section and there is a list of systems in there
