Hello There,
I would like to request a feature to either purchase or be allowed to change a characters name. I understand the risks, but it would be a nice to have.

Buy Skill Extractors, extract the character, create a new character with the desired name, inject the skills, done.
This comes up every 3 months or so and has for at least the last decade. I don’t think it’s ever going to happen.
EVE is a game with a persistent universe where actions and consequences matter, where reputation of players is a significant aspect of the game.
Name changes undermine those core principles of EVE.
If you wish to start over under a new name you can start a new character.
