Yes, lower build prices and better isk making opportunities would help to drive conflict. But having 2 big blocs is kinda an issue. So in the end more diversity is necessary to create more conflict opportunities.
I doubt more isk making would make people fight. IMO it would be the opposite.
But if you mean, have better rewards for PVP risk, I agree. Though that is what ESS and moon heist are for ?

Unfortunately the less isk you have the more risk averse you become.
I’d rather see a reason to fight over stuff. Even post-equinox my nullsec is pretty much as good as your nullsec, and the ridiculous workforce transfer system means there’s no point in grabbing workforce-rich systems and piping that into your land closer to home. I dunno, maybe every month a random system is selected as the location of the return of Space Jesus and whoever holds that system for the longest period of time will receive his blessing that does good stuff for their alliance?

The point is people want to fight over space? What if the space becomes useless over long period of time from over farming it? Space which dont get used becomes the richest space. Just idea? Only problem is making it easier to pack up and move would have to become easier.
One thing someone did also point out is adding more NPC space into the game. Never know who is going to jump clone to your space and cause combat to happen?
But limiting who you can blue? Won’t work as we would like it to in game. Maybe limit the amount of players per corp and alliance? Making it crazier? Just idea.
I will once again recommend a 120 day rotation for R4-R64, with random allocations given a few weighing parameters for folks to fight for specific constellations and systems (e.g. lower sec status such as 0.1 and -1.0 have higher chances of getting the R64 rolls), but also a reason to use the otherwise useless survey scanner on a somewhat frequent basis AND give some reason to bully into neighboring territory for a couple of months if they have a few good moons.
