Subject: Application for issuance of licenses for several technologies related to mass production of Warclone BlanksPreface
On behalf of my Corporation Los Mineros Locos [LOMLO] I hereby submit to the SCC, an application for the issuance of the license for production of Warclone Blanks
Purpose and justification for the industry being subject of the application
In the face of growing danger from rogue warclone mercenaries as reported regularly by cluster’s news outlets, like Zarzakh Vanguards infiltrating High Security space around Auviken VI planet in June YC126, the obvious need has arisen for protecting Capsuleer businesses against the incoming threat. In our opinion it will grow only larger.
Add to the above recent rumors of new SCARAB weapon being in development by The Deathless Circle. In an essence it is a boarding party delivered by a shield and hull breaching pods carrying “shriker clones”. Those clones might possibly be a modified version of Vanguard warclones and are meant to wreck havoc aboard the targeted vessel by ripping its internals apart over the period of time.
To help with assessing the actual threat level, below are attached leaked stats of the SCARAB weapon system for reference, mounted on the new Deathless ships code named “Tholos” - destroyer class and “Cenotaph” - battlecruiser class:
It has been determined the best approach would be an ability to respond with the similar force projection by utilizing warclone blanks produced and owned by Capsuleers, stored and ready at vulnerable locations like ships or structures and operated by hired infomorphs. Or AI agents. Like Paragon’s IRIS.
The so called Drifter Crisis, which spread beyond space and onto the planetary surfaces in many Solar Systems, inflicted much pain into lives of New Eden. If the Warclone Blanks technology was more widespread an readily available for Capsuleers to use against the Drifter Menace the suffering perhaps could had been prevented.
We also had another Vanguard activity outbreak, aka Operation Nemesis, raging throughout the New Eden Systems. While it only targeted Upwell Corporation’s assets planetside and Mordu’s Legion troops, it showed Deathless Circle determination to sow more organised chaos across the Cluster. There are numerous confirmed reports, based on SARO mission briefings, of them building Vanguard warclone operation hubs, code named Bastions.
It is unknown if the Upwell’s cybernetic research program disaster is connected with the reckless Capsuleers ransacking Sealed Project Containers, carried by covert Upwell convoys whose positions were revealed by Vanguard warclones participating in Operation Nemesis. Nevertheless it resulted in Upwell’s “empty”, or hollow, not infomorph imprinted, workforce clone blanks springing to life and wrecking havoc across hundreds of systems housing Upwell’s cybernetic research facilities. The hollow clones are capable of flying ships. If they are able that they probably are able to operate planetside too.
On 16 January of YC128, one Lord Warden Elyan, issued a missive addressed to all New Eden warclones in hiding and calling them home. Avalon. The name appeared previously in documents by so called Bosena Accords in YC122 and last November in leaked CONCORD report on OpNemesis in connection with word Bastion. So it appears they are building a structure.
On 26 February of YC128, a short pamphlets appeared, titled “Warclone Legacy” describing the sc. Avalon Bastion, supposedly warclones’ base of sorts, as “a vast wandering flotilla hunted through the dark between the stars”, which suggests it’s simply a huge fleet of warclones loaded ships roaming and plundering New Eden. There are, not fully confirmed yet, reports of Avalon warclones attacking Upwell’s planetary facilities on Otomainen I. Encrypted transmissions had been intercepted originating from the planet. Upon decryption it revealed a warclone camera footage of the incidents. Some analysts claimed it might be simulation, though. The transmissions had been active during two weekends of March 27-30 and April 17-20.
Even if those signals had been simulated, like a drill. it still shows a potential of what warclones are capable of, if properly organised and equipped.
On July 7th, YC128, mass coordinated attacks started on Upwell infrastructure across several locations in various parts of New Eden. Attackers appeared to be of Vanguard warclones origin. Most of them worked for their common cause of “building home among the stars, Avalon”. But of course it’s no news to CONCORD as AEGIS was on the case already. The attacks happened on the span of two weeks, and ceased on July 20th, YC128 by themselves. Not because AEGIS or Mordu’s Legion contained the outbreak. They both were clueless and helpless.
During that time, there were also warclones working for all four Empires. With tasks ranging from crude Upwell’s sabotage to sophisticated espionage and assassinations missions. A truly diverse and lethal capabilities were displayed by warclones community on that time. A force to recon with, I dare to say.
And on August 6th, YC128, in Hirtamon System (The Forge), the Avalon warclones flotilla suddenly appeared, complete with few supercarriers and several smaller class ships. Nothing is known of their plans yet.
All the aforementioned incidents and observations are enough of justification in our humble opinion for pursuing the use of the technology, being the subject of this application.
The Industry is based on Genolution Corporation design for warclone blanks. The samples for the project were obtained during Crimson Harvest season from defeating Blood Raider pirates who stole the product from Genolution factories in Fabai constellation. It is a pity the Genolution’s warclone blanks are only supplied directly to Empires’ enforcement agencies and only available in small quantities through second hand market. Not enough to fully cover the projected demand.
Furthermore the warclone blanks produced by Genolution are of Warlords Era generation not fully capable of handling the threat ahead in our humble opinion. Thus the drive for innovation, improvement and mass market supply. We are yet planning to contact SoCT, the current owner of the corporation and inquire for their interest in our upgrade.
We would like to underscore the superiority of biological military platform other the purely mechanical one in terms of much lower production costs and reliability of the prior. Purely mechanical, machine processed platforms are highly under-performing and unreliable in regards of high probability of malfunctions at any design level or communication breakdown severing the link to the remote operator and loss of the machine. Organic is simply better.
Moreover we do not seek an exclusive right on licensing the technology being the subject of the application. Firstly because it is a derivative secondly because we want it shared amongst the entrepreneuring Capsuleers and proliferate.
We are aware of other standards of warclone blanks technologies existing outside of regulated markets and we hope our application could pave the way for others to share their technologies more broadly and complement areas of application where our own technology could have potential shortcomings.
If esteemed members of the SCC council deem our technology, described in this application, worthy of being allowed onto the New Eden Markets we are willing to freely share the Blueprints and Schematics with all. In a way we already did by posting draft and all the updates of it that led to the submittal of the application herein.
We would like then, to deposit the technology BPO and Schematics at Yulai III - Moon 1 - Secure Commerce Commission Depository Station for every Capsuleer to claim their free copy. Or delivered to their current location hangar. Further purchases of the BPO being available in Select stations across New Eden, at SCC discretion.
Technical details of the industry
In the course of YC125 our corporation has been conducting research and development project for procuring viable methods of mass producing warclone blanks. As a result of our R&D project, Industry BPO and PI Schematic prototypes has been compiled. Results presented below.
Industry BPO
PI Schematics
Both methods produce complete platform of identical quality and properties for storing warclone blank bodies in cryo-stasis encased in compact form, long-term storage unit. The rugged enclosure features all the transport utilities prescribed by commercial standards like forklift groves, stacking guides, crane hooks, manifest storage memory, transponders for automated container terminals. The units also feature vitals monitoring with holodisplays for periodic control of content quality. The enclosure also fits into standard rescue pods and can be deployed in it onto planet surface from orbit by any capable vessel. The warclone body when stored in the enclosing can survive high energy impacts facilitated by built in inertia dampeners.
Furthermore each unit features FTL networking capabilities complete with access control and firewall security for maximizing owner confidence in the platform reliability and assuring only authorized and contracted infomorphs would be able to access designated blanks for executing assigned tasks.
Upon transfer into warclone blank is complete and the blank activates the infomorph must enter the unique enclosure security code to open it. The code is matched to enclosure SN and is electronically transmitted to the buyer separately from the units themselves and by a secure medium. The unit owner then provides the infomorph with the code upon it agrees to the contract terms. The codes can be distributed automatically to select infomorphs with high enough standing with the units owner.
After the unit accepts the code, rapid manufacturing of the warclone mercenary equipment begins. The units contain all the common materials required by military equipment and are laced with high concentration of nanites which drive the transformation process of the enclosure. The infomorph is ready for combat within seconds. Fully clad in its combat dropsuit, weapons, ammo and all necessary equipment selected beforehand and the necessary BPOs transmitted along the infomorph data. Additional equipment can be deployed in separate pods as rapid manufacture packs or ready assembled in case of special purpose or prototype equipment. Infomorphs may enter the enclosure code whenever they want, even while the pod is still airborne.
Once assembled in the factory, complete with the warclone blank inside, enclosures do not open from the outside. It is a monolithic design which recycles itself into necessary warclone mercenary personal equipment upon entering the enclosure activation code by the infomorph transferred into the warclone blank. Failing to provide the activation code within few minutes from consciousness transfer, prompts the warclone blank to disintegrate and the enclosure must be returned for recycling. In worst case scenario of highly improbable rogue infomorphs mass-hack the entire stock at a location may be rendered useless. There is no possibility of unauthorized enclosure activation and hostile overtake from the inside. Unless the activation codes has been illegally acquired if not safely stored, separately from the enclosures.
There is an additional safety setting that allows the owner to manually pre-activate enclosures when the infomorph transfer is expected. The code is still required. Otherwise enclosures stay dormant and are not possible to connect with from the infomorph Hubs. Even if the activation code has already been acquired by an infomorph. The default safety setting is exactly this.
Warclone blank bodies are a special purpose gender less clones designed with military use in mind. They are durable and yet purposefully short lived. They are meant as disposable work tools and not vanity clones. Every warclone body is complete with all the vital organs, highly enhanced compared to baseliners, like nervous and cardiovascular systems or sharp senses. The body lacks the digestive tract, kidneys, reproductive organs and lungs. Their place is taken by genetically engineered organ build from hybrid tissue based on the liver and kidney cells. The organ, named gastrospongia, contains a surplus of nutrients in a quantity enough for sustaining a warclone body for limited time. Depending on the energy expenditure of the activities undertaken it varies between a day and a week.
The period may be extended by the informorph ingesting a pure nutrient formula, mostly water, ATP, complete set of amino acids and electrolytes, via oral cavity connected by esophagus with the gastrospongia. The formula is a ready to ingest, at the cellular level, solution that is quickly absorbed by the gastrospongia. The pure ATP is an energy carrier for muscle and neural bio processes and amino acids are mainly required for peptides synthesis by quick-healing and regeneration abilities of the warclone body performing in the overdrive.
Since the warclone body is fed with pure ATP delivered directly via bloodstream to every cell. The blood contains no hemoglobin and thus is basically colorless and has no blood type. Hence no oxygen or any gas exchange is necessary and obviously no lungs are present. Their place is taken up by a double heart setup allowing for higher volume blood flow and redundancy in the emergency situation. Each heart is also 50% larger than regular baseliner hearts.
Robust self healing, augmented by the presence of nanites coupled to NIS control systems assures high rate of battlefield survivability during the first moments of deployment into the middle of heavy fights.
Because of the high metabolism rate and higher than normal performance stats of the warclone body it deteriorates over time, naturally limiting the number of formula ingestion. The efficiency of the warclone body decays logarithmically, typically over a month.
The gastrospongia has also ability of recycling waste and pathogens filtered from the bloodstream back into stored nutrients, water and electrolytes.
NIS implants used in our warclone blanks are compatible with all known infomorph formats - including Fulcrum format. Flexible architecture allows for quick adjustment to new formats. The format accepted can be soft locked to any desired one by the owner to further limit the access. We plan to schedule a meeting with Paragon representatives later this year and inquire about their willingness to test our warclone blanks under the control of their IRIS AI.
Molar mass of ATP is 507.18 g/mol. Typical human body daily ATP usage is 100-150mol/24h → 4.16-6.25mol/1h → 2110-3170g/1h. Daily warclone body ATP usage is measured at 200-300mol/24h → 8.32-12.50mol/1h → 4220-6340g/1h. It limits the maximum action time in the deployment, without the proper life extension packages (LEP), forcing mercenaries into efficiency at a given task to complete it. And minimizes the risk of AWOL incidents among contracted personel. The ATP formula can be tailored to the genetics of the warclone blanks batch locking it further to the contracted location. This is intrinsic design of our warclone blank technology version. There are other warclone blank technologies available from private markets with typical human biologies and nutrient supply allowing for little control of the leased equipment.
Practical applications of the industry, select use case scenarios
The main application of the Industry is defense of Planetary Infrastructure from rogue warclone interference. There is none at the moment. The impression may be it is not needed but that impression is false based on the reports mentioned earlier.
Planetary Infrastructure owners would store our warclone blanks at Command Centers, Factories or wherever they want it. Since the enclosure is self contained it can be put anywhere. Even under open sky. But we do not recommend it due being easy target for attackers. When put down, the enclosure is waiting for an infomorph transfer. When the time comes the warclone comes to life from stasis and emerges in full combat gear out from the recycled enclosure.
In case there are no human infomorphs available at the moment a synthetic AI infomorph could be transferred into warclone blanks to control them. We are planning to contact Paragon and talk them into testing IRIS AI for the task. Another option would be to acquire human infomorphs performance data, with their agreement of course and for a fee to train custom AI model.
Our warclone blanks could be used anywhere where there is possible threat from infantry - be it utter destruction or just sabotage and infiltration - every interior imaginable - Ships, Stations, Custom Offices, Skyhooks, SovHubs etc. The applications are numerous and the enclosure format gives unlimited flexibility for storage and tactical placement. It is de facto launch and forget platform.
The technology allows for, only limited pool of infomorphs being on active duty as they are not immediately required, to be imprinted into NIS within then warclone blanks. Specifically, for stand by readiness at all guarded locations. This implies no barracks required, and thus no maintenance costs at all sites. If a threat emerges, the infomorphs can be redirected in an instant to any vulnerable location where the warclone blanks are deployed. Or, to the emergency location’s, nearest warclone blanks hub, and transported by standard means.
For extra planetary use we propose public pools of warclone blanks at strategic locations in every system throughout the cluster, managed directly by SCC or designated licensed operators within each member’s faction space.
The Capsuleers would only need to store warclone blanks digital certificates in their digital vaults - next to their PLEX. Then present their certificate to nearest public warclone blanks pool authority to have the enclosures with warclone blanks physically delivered into the regular ship or structure cargohold or special type of built-in bay fro storing warclone blanks, for ship or structure protection. No need for any logistics by the owners as the warclone blanks enclosures would be ready wherever they need them.
To refer to warclone blank certificates on the market, we propose the following acronym identifier:
BLADE - Bearer License for Autonomous Defense EquipmentTo quickly populate public warclone blanks pools infrastructure at the start, should the SCC decided to approve the warclone technology license application, the existing private pools of warclone blanks in CONCORD controlled space could be bought back by SCC in exchange for BLADE certificates, and ISK if necessary, at exchange rate of 1 warclone blank to 1 BLADE certificate, plus (optional) buy back ISK amount.
The industry BPO could be regulated in SCC controlled space and every warclone blank enclosure produced be, should the producer opted so, immediately transferred to the nearest public warclone blank pool. And the BLADE certificate given in exchange. For direct sale or personal use. Part of the SCC taxes collected from the production and sale of warclone blanks, BLADE certificates and technology BPOs, could be directly used for covering the public warclone blanks pools maintenance costs. Which we believe, will be very low, given the enclosure self contained format.
In special cases, Capsuleers could transfer the warclone blank certificates from the vault into the ship cargohold and transport them by themselves if they wish so. In the same fashion the PLEX Vault and PLEX certificates works.
Hereby, in addition to the entire application, we would like to put a bold proposition under SCC consideration. To extend Capsuleer license clone contracts onto, free of charge, draws from, postulated earlier, public warclone blanks pools. The draws would be automated and immediately, without unnecessary delay, replenish any shortage of warclone blanks at Capsuleer owned structures or ships. Furthermore, to safeguard against any possible restock delays, due to system security class or any disruptions in general, Capsuleers would be allowed to stockpile any number of warclone blanks they wish at locations they deem most critical to them. To facilitate that, we propose that BLADE certificates be redeemable at any structure or ship - docked or not, and after a short while a fresh batch of warclone blanks be delivered from nearest public warclone blanks pool, on demand. And any warclone blanks surplus, upon Capsuleer’s request, be picked up by nearest public warclone blanks pool in exchange for BLADE certificates.
We propose there should not be a cap placed on the maximum quantity of BLADE Certificates stored in the Vault and every Capsuleer be free to purchase or sale as many BLADE certificates from the Market as they wish on top of those instantly included with their clone contracts.
Due to security reasons, direct sale of ready to use warclone blanks would only be possible via contracts system. Only BLADE certificate would be directly tradeable on the public Market, in addition to contracts system.
Proposed scheme would ensure every ship that undocks or structure being build and anchored, would be sufficiently prepared for eventual SCARAB or similar weapon system attack by securing on-site entry points and operation vehicles for CONCORD, Empire, mercenary, or AI, warclone infomorphs via warclone blanks immediate activation.
The internal design of every ship and structure, would naturally limit the maximum capacity of warclone blank enclosures number it could store. Thankfully, the self contained nature and compact size of the enclosure, allows for it to be evenly placed across the interiors, to not store all units in one place and to not take up precious cargo/storage space. Since the resting position of the enclosure is irrelevant, it can be put against corridor walls, vertically, taking up very little of the passage cross section. Also, being in sight to the crew it could boost its morale. As stated earlier any activated enclosures would be quickly restocked by automated transports from nearest public warclone blanks pool. Or even quicker yet, from the cargohold/storage, if there is an emergency surplus of warclone blanks there ready.
The payments, for warclone informorphs interventions, would be settled with Capsuleer license account of course. In the same manner standard recloning is paid for. All the other, warclone infomorphs’ interventions beyond the capsuleer licence, would need to be settled with Capsuleer’s checking account in the same manner as all daily Market transactions are being settled.
Direct and indirect income and tax projection from the sale of the industry
We would like to start with the estimated material costs breakdown of the Industry per unit of the final product.
Planetary Industry Schematic input:
- 80x Biomass - avg. cost 975 ISK/unit, 78000 ISK total Biomass cost
- 10x Nanites - avg. cost 9995 ISK/unit, 99950 ISK total Nanites cost [ 2 * (40 * Reactive Metals + 40 * Bacteria) ]
- 10x Transmitters - avg. cost 13200 ISK/unit, 132000 ISK total Transmitters cost [ 2 * (Chiral Structures + Plasmoids) ]
Planetary Industry Schematic output:
- 3x Warclone Blanks - avg. total cost 309950 ISK, approx. unit cost 103317 ISK
Industry Blueprint input:
- 240x Biomass - avg. cost 975 ISK/unit, 234000 ISK total Biomass cost
- 36x Nanites - avg. cost 9995 ISK/unit, 359820 ISK total Nanites cost [ 7,2 * (40 * Reactive Metals + 40 * Bacteria) ]
- 10x Transmitters - avg. cost 13200 ISK/unit, 132000 ISK total Transmitters cost [ 2 * (40 * Chiral Structures + 40 * Plasmoids) ]
Industry Blueprint output:
- 10x Warclone Blanks - avg. total cost 725820 ISK, approx. unit cost 72582 ISK
Scale and efficiency difference should be obvious when comparing planet side and station side production capabilities and quality control. Since Custom Code prohibits transfer of Warclone Blanks through the Customs Offices, Warclone Blanks for protection of PI installations must be produced in situ. Warclone Blanks for securing of space bound infrastructure and space vessels would be produced by standard industry modules and possibly traded on Capsuleer regional markets.
High volatility of the product ensure constant demand under assumptions the rogue warclone threat only increases. Appearance of new force projection vector by Capsuleers may create new venues of application in Capsuleer vs Capsuleer affairs described earlier surpassing even the need to protect from the original threat. Thus increasing the demand and turnover even more.
This in turn will drive up the demand for basic components used for production: Base Metals, Bacteria, Planktic Colonies, Suspended Plasma and Non-CS Crystals.
In case of Planetary Infrastructure protection the warclone blanks would be produced on site. Not every planet would have all the necessary components so planetary import taxes would apply. The missing components would need to exported from other planets - to be transferred by the same Capsuleer or bought from Regional Market. Same for Industry BPOs. According to last month Economic Report we are faced with the following figures:.
Cost type ISK Value Production type affected Planetary Construction 784.31 B PI Schematics Planetary Export tax 181.51 B PI Schematics / BPO Planetary Import tax 46.22 B PI Schematics Planetary Industry [Market] 16.44 B PI Schematics PI Total 1028.48 B This statistics are a baseline, so to speak, for projecting the costs further. The main cost driver will be the conflict. Conflict with rogue warclones attacking Capsuleers and conflicts between Capsuleers using warclones in general as an attack vector.
Below is a monthly breakdown* of the above values over the course of YC123/08 through YC128/08.
(*compiled from publicly available data)[TBD: estimate demand, sales income and taxes generated from production/use of warclone blanks]
Conclusion
Allowing official mass production of warclone blanks emphasize Capsuleers freedom of expression and pragmatism. We are in constant need to adjust to new situations and devise new tools for achieving new goals. We need to be flexible, always ten steps ahead.
And SCC would be able to monitor transactions and use of the warclone blanks on behalf of all CONCORD agencies interested in such data.
