Fuel bay orFatigue on covert ops cloaks

To stop the endless afk cloaking but in a fuel bay or make cloak Fatigue like when you jump a capital

you will get more gameplay in eve, and the cloaks overpowerness will be less, and the player who
uses the cloak, will have to be more aware of what he’s doing…
