Ship loss and security status loss times the amount of shipd used for the gank are consequences. They all cost ISK, which means ganks that result in less loot than that threshold will lose ships at a loss.
How much ISK should it cost to gank a cheap ship of someone who did not take basic precautions? 1 billion ISK?

It’s almost as if nerfs to ganking makes ganking less accessible to regular players and pushes it further and further into the a range where only multiboxers can still gank.
Maybe CCP should do the opposite and make it more accessible to non-multiboxers too?
I wouldn’t mind to give it a try, but the existing consequences stop me from doing do and I cannot try it either on my alpha character ever since they nerfed that.
