If you were -10, is it viable to travel around high sec in a t2 covops transport to do your daily shopping?
You cannot cloak in highsec with very low sec status.
If your sec status is low enough that anybody can shoot you and the faction police is hunting you, then the cloak module won’t work.

I would suggest using an alpha alt and a T1 industrial. Just don’t overload it with too much value.

It’s very quick to get into an entry-level industrial ship to make highsec shopping trips. Using an alt is the best way.
