They lose sec status fast but you can buy tags and with tags you can set your sec status back in a concord station for a fee.

One of my pilots was -10 last year and it cost around 1/2 a billion isk total to get it back in the black.
Way too cheap, perhaps the tags are dropping too frequently.
Perhaps there could be a slight change to the loot table for a 75% drop change instead of 100
/-10 should cost at least 2.5 billion to repair.
