How does PI work in NPC Nullsec, is it same as Sov Nullsec?

Since NPC Nullsec has no sovereignty mechanics, does PI share mechanics with how Lowsec functions? As in POCOs are deployed and taxed is set, but anyone can access the planet for their own PI, free for all?

Or is it restrictive like in Sov NS?

I just visited NPC null to check, it looks like it’s just like elsewhere; anyone can place their own POCO at a planet and ask tax from people.

If the current owners ask too much or you’re not willing to pay them you can shoot their POCO and place your own.

Even in Sov space, anyone can start PI on any planet. Only the taxes are higher depending on the tax settings.
