also is there still the posibility to send ingame mails from the forums?

Private messages arent turned on, on the forums. So you cant write PM to anyone.
As far as eve mail, outside of the game goes, theres the Eve portal app for mobile phones and recvently some dude made a web app for eve mail. Just cant find it now
