I linked this Butt hen removed it because someone else linked it. But here it is again.
There are in fact hisec capital ships, Carriers/Dreads. They just have rules attached to them, such as you can not sell them with out the buyer having to move it out of hisec. (That rule makes me sad, I wanted one.)
